German Telecom, French Orange, British Vodafone, and Spanish Telecom are discussing forming a alliance to jointly bid for the EU satellite spectrum and provide satellite-connected mobile phone services in order to compete with马斯ke's Starlink. This initiative is related to the new regulations on the 2GHz band to be established by the EU: one-third of the spectrum will be reserved for European local operators, one-third for IRIS² constellation sovereign communications, and the remaining one-third will be open to international companies. The existing licenses will expire in 2027. Although Vodafone has already formed a joint venture with AST SpaceMobile to provide connected services, adjusting the equity structure is necessary if they want to bid for exclusive spectrum. IRIS² is being built under the leadership of SES SA, Eutelsat SA, and Hispasat, with a total of 348 satellites now in operation, expected to be put into service by 2029.
