The Shanghai Municipal Government’s executive meeting arranged measures to promote and regulate the development of the commercial mediation industry, aiming to quickly establish itself as a leader in commercial dispute resolution.

On September 8, 2026, the Shanghai Municipal Government held an executive meeting to arrange several key tasks. The meeting approved in principle the “Several Provisions on Promoting and Regulating the Development of Commercial Mediation in Shanghai”. It was emphasized that standardization, professionalism, and internationalization should be maintained, industry access and practice management should be strengthened, internal rules should be improved, compliance standards should be strictly adhered to, service quality and efficiency should be enhanced, composite talents should be cultivated, and mechanisms for coordination with litigation, arbitration, and notarization should be improved. Local organizations were also supported in establishing institutions overseas. Additionally, the meeting approved in principle the “15th Five-Year Plan for Energy Conservation, Carbon Reduction, and Circular Economy Development in Shanghai”. Focus was placed on areas such as energy, industry, transportation, and construction to accelerate the development of a new energy system, promote green and low-carbon industries, facilitate the transformation of building energy use to be more intelligent, and strengthen the institutional framework and the empowerment of technology and finance. Furthermore, it was noted that the preparation for the 48th World Skills Competition has entered a decisive final stage. It is necessary to strengthen overall coordination and unite efforts to organize a meaningful and influential competition.
