The State-owned Assets Supervision and Administration Commission of Shanxi Province issued the “Service Manual for Open Access to Pilot Testing Platforms in Shanxi Provincial Enterprises (2026 Edition)”, offering open access to 9 pilot testing platforms and 25 service items. This initiative aims to transform heavy assets of provincial enterprises into industry public goods, addressing the challenge of facilitating the pilot-to-commercial conversion of university research achievements due to lack of facilities, equipment, and operating conditions. The open platforms cover five areas: resource utilization of industrial solid waste and artificial intelligence in the coal industry. By making capacity parameters and contact information publicly available, it promotes precise matching of resources between small and medium-sized enterprises and research institutions for collaborative innovation. This measure helps to shorten the cycle of achievement conversion, reducing it from annual to quarterly. Relevant measures have been included in the “Action Plan for Systematic Promotion of Scientific and Technological Achievement Conversion (2026–2028)” and are supported by financial policies such as “Pilot Testing Loans” and “Pilot Testing Insurance”.
山西省国资委发布《山西省属企业中试验证平台对外开放服务手册（2026 年版）》，集中对外开放 9 个中试验证平台、25 项服务项目。该举措旨在将省属企业重资产转化为行业公共品，解决高校科研成果“小试成功”却因缺乏场地、设备和工况难以完成中试转化的难题。开放平台涵盖工业固废资源化利用、煤炭行业人工智能等五大方向，通过公开能力参数与联系方式，推动中小企业和科研院所精准匹配资源，开展协同创新。此举有助于缩短成果转化周期，从年压缩至季，并已将相关措施写入《体系化推进科技成果转化攻坚行动方案（2026—2028 年）》，同时配套“中试贷”“中试险”等金融支持政策。
