“The 15th Five-Year Plan for medical security has achieved ‘acceleration’ in benefiting the people through technology”
During the “15th Five-Year Plan” period, the National Healthcare Security Administration will pilot a system for pre-approval of medical service prices, promoting seamless integration of medical technology innovation achievements with price approval processes. The “15th Five-Year Plan” for universal healthcare makes systematic arrangements for deepening medical service reforms and supporting the high-quality development of medical innovation. In response to demands for fees for new technologies and products, more than 200 related price items, such as new surgical robots and brain-computer interfaces, will be standardized; at the same time, a special approval mechanism for medical institutions will be implemented to shorten the approval cycle and facilitate the early clinical application of innovative achievements. The basic medical insurance drug list will be dynamically adjusted annually, allowing more innovative drugs in fields such as oncology and rare diseases to be included in the reimbursement scope. For innovative drugs that fall outside the basic medical insurance scope but have significant clinical value, commercial health insurance will be recommended for advance payment. Additionally, during the “15th Five-Year Plan” period, “smart healthcare insurance” will be upgraded to “digital intelligent healthcare insurance”. A personal healthcare insurance cloud will be established, along with three major systems: insurance participation information, medical expense analysis, and continuous medication management, enabling cross-institutional access to imaging data and refined management services based on big data.
