Five key industries have seen six national standards revised, providing more comprehensive and precise “one-certificate” management for pollution sources.
On the 7th, the Ministry of Ecology and Environment issued six revised national ecological environment standards, including the “Technical Specifications for Application and Issuance of Pollution Discharge Permits – Thermal Power”. The new standards comprehensively manage wastewater, exhaust gases, industrial solid waste, and noise emissions, establishing a “one-permit” management framework for fixed pollution sources. The revisions prioritized industries with high emissions and key sectors such as thermal power, papermaking, steel, petrochemicals, and automobile manufacturing. A comprehensive permit accounting system was established, including major emission sources, general emission sources, and non-organic emissions, and the methods for calculating actual emissions were optimized. Additionally, the connection between permitted emissions and environmental quality improvement was promoted, and ultra-low emission upgrades were encouraged. Performance targets stricter than standard ones were set in areas that do not meet standards. Furthermore, by simplifying reporting requirements and promoting the integration of data from two systems, the burden on enterprises was effectively reduced.
