“Jinan implements a three-year action plan to promote the integration of AI into the entire production process”

On September 7, 2026, the Jinan Municipal Industry and Information Technology Bureau, along with 13 other departments, jointly issued the “Jinan Action Plan for Implementing ‘Artificial Intelligence + Manufacturing’ (2026–2028)”. This plan aims to integrate AI into all stages of research and development, production, pilot testing, service provision, and management, thereby addressing the issues of scattered factory data and lack of working condition data in models. The plan focuses on computing power, models, and data as three fundamental supports. By 2028, it plans to develop more than 40 specialized industrial large models, promote over 30 typical application scenarios, and establish more than 3 artificial intelligence capability centers. Relying on Jinan’s trillion-yuan industrial revenue and its leading scale of intelligent computing, the plan focuses on pioneering applications within the “13+34” industrial chain, transforming AI from a production tool into a driving force for development, and lowering the barriers to entrepreneurship to empower small and micro enterprises.
