The Ministry of Industry and Information Technology issued the “15th Five-Year Plan for the Development of the Information and Communication Industry”, aiming to fully establish a new generation of communication networks that are comprehensive and leading in performance by 2030. The plan proposes the orderly implementation of new technologies such as embedded SIM cards (eSIM) and wireless communication, as well as the registration of new services. It also aims to establish rules for satellite internet device connectivity within China, organize tests of new-generation mobile smart terminals in actual networks, and develop regulatory capabilities for innovative technologies in terminal intelligence. Previously, in October 2025, the Ministry of Industry and Information Technology officially approved the three major operators to conduct commercial trials of eSIM phone services, marking China’s entry into the full-echelon development stage of eSIM. According to China Academy of Information and Communications Technology, with its world’s largest smartphone consumer market and most complete terminal manufacturing system, China will become the world’s most potential eSIM market.
