Medical insurance for over 200 million flexible workers has been introduced, and seven departments are exploring the institutionalization of platform subsidies.
On September 8, the National Healthcare Security Administration, in conjunction with the Ministry of Finance and six other departments, issued the “Notice on Implementing Special Measures to Improve Basic Medical Insurance Participation by Flexible Workers, Migrant Workers, and People Working in New Employment Forms”. The aim is to systematically improve the insurance participation level of this group over three years. As the first such special measure at the national level, the Notice requires the elimination of household registration restrictions for participation in this program in megacities and explores the “individual payment + platform subsidy” model to address the difficulties in paying premiums. To address issues related to transfer continuity and calculation of insurance duration, the policy allows for cumulative monthly payment periods and converts the duration of resident medical insurance into that of employee medical insurance. Local governments are also encouraged to set lower payment bases. Currently, pilot programs have been launched in industries such as food delivery and courier services. By 2025, the number of flexible workers participating in employee medical insurance nationwide will reach 69.8218 million, a year-on-year increase of 5.54%. Many regions, including Jiangsu and Anhui, are currently developing specific plans based on local conditions. Once conditions are ripe, the platform subsidy model will be gradually institutionalized.
