Official rollout will begin soon. This approval was based on regulatory pathways established this spring, leveraging Dutch vehicle certification and the EU’s mutual recognition mechanism. Slovenia’s approval may prompt neighboring countries like Italy to accelerate the establishment of similar approval frameworks. Currently, FSD is already available or in the process of being introduced in several European countries, including the Netherlands, Lithuania, Estonia, Denmark, and Belgium, all of which require vehicles to be equipped with HW4/AI4 hardware. Despite the increase in approved countries, unified EU approval still faces obstacles. France and Sweden are skeptical due to concerns that FSD might allow speeding. If speed restrictions are not addressed, FSD will struggle to be uniformly promoted across the 27 EU member states. Until then, each country continues to adopt a country-by-country approval model to expand its European user base and accumulate real-world road data.
