A cyberattack that began in December 2022 and lasted nearly two years targeted the French notary industry, affecting over 500 institutions. Hackers used stolen accounts to send malicious files and impersonated senior executives to carry out bank transfer scams and “zero-sum purchases,” causing financial losses of approximately 350 to 400 million euros (about 270 to 310 million yuan). No forged legally valid notarial documents were found during the investigation, but the attackers had infiltrated the CSN system. Currently, the French Ministry of Justice and CSN are working to strengthen payment verification, login authentication, and cybersecurity training, and have signed a new agreement outlining digital security goals for 2025 to 2028.
